Build of images using SUSE Manager Server fails with rsync error

Environment

SUSE Manager 4.3 Server

Situation

Building images using SUSE Manager Server and the Build Host fails.  The following error messages can be in found in the /var/log/rhn_web_ui.log file:
Warning: Permanently added 'some.hostname,some.ip.address' (ECDSA) to the list of known hosts.
Permission denied, please try again.
Received disconnect from some.ip.address port 22:2: Too many authentication failures
Disconnected from some.ip.address port 22
rsync: connection unexpectedly closed (0 bytes received so far) [Receiver]
rsync error: unexplained error (code 255) at io.c(228) [Receiver=3.2.3]
Also, in /var/log/messages on the SUSE Manager Build Host system sshd reports errors:
2024-01-15T09:23:12.487300+01:00 hostname sshd[14910]: error: PAM: Authentication failure for root from some.ip.address
2024-01-15T09:23:12.488106+01:00 hostname sshd[14910]: Failed none for root from some.ip.address port 57036 ssh2
2024-01-15T09:23:12.495355+01:00 hostname sshd[14910]: Failed password for root from some.ip.address port 57036 ssh2
2024-01-15T09:23:12.502182+01:00 hostname sshd[14910]: error: maximum authentication attempts exceeded for root from some.ip.address port 57036 ssh2 [preauth]
2024-01-15T09:23:12.502261+01:00 hostname sshd[14910]: Disconnecting authenticating user root some.ip.address port 57036: Too many authentication failures [preauth]

Resolution

Apply the highstate from the SUSE Manager Server against the Build Host system.

Cause

On the Build Host system, the /root/.ssh/authorized_keys file is missing the public key from the SUSE Manager server (/srv/susemanager/salt/salt_ssh/mgr_ssh_id.pub) which is causing rsync over ssh to fail.
