Bootstrap repo creation fails with error

Environment

SUSE Manager Server 4.3
SUSE Manager Server 4.2

Situation

Running the command "mgr-create-bootstrap-repo --with-parent-channel=ubuntu-18.04-pool-amd64" results in the following error:
 
Creating bootstrap repo for ubuntu-18.04-amd64
copy 'python3-immutables-0.11-1.all-deb'
copy 'python3-contextvars-2.4-1.all-deb'
ERROR: '/srv/www/htdocs/pub/repositories/ubuntu/18/4/bootstrap.tmp/debs/libnorm1-1.5r6+dfsg1-6.amd64-deb.deb' cannot be included as 'pool/main/n/norm/libnorm1_1.5r6+dfsg1-6_amd64.deb'.
Already existing files can only be included again, if they are the same, but:

Resolution

Use the following command to flush the target bootstrap repository folder and regenerate the contents:
 
# mgr-create-bootstrap-repo --create ubuntu-18.04-amd64 --with-custom-channels --flush

Cause

The bootstrap repository folder contained corrupted or otherwise invalid files.
