SUSE Manager client - Installed Packages listed twice, once as source "System Packages"

Environment

SUSE Manager 3.1
SUSE Manager 3.2
SUSE Manager 4.0

Situation

On a SUSE Manager client several packages are shown as "System Packages", which means
it does not belong to any repository. This is correct for e.g. "sles-release-DVD" but "sles-release"
should come from Pool or Update channel.

Cause

The buildtime registered in the rpm database and shipped in the repos metadata differ in 1 or 2 hours, depending on whether the package was built in CEST or CET.
