SUSE Manager client - Installed Packages listed twice, once as source "System Packages"

This document (7024285) is provided subject to the disclaimer at the end of this document.

Environment

SUSE Manager 3.1
SUSE Manager 3.2
SUSE Manager 4.0

Situation

On a SUSE Manager client several packages are shown as "System Packages", which means
it does not belong to any repository. This is correct for e.g. "sles-release-DVD" but "sles-release"
should come from Pool or Update channel.

S | Name | Type | Version | Arch | Repository ---+-------------------+---------+------------+--------+--------------- ------------------------- i+ | sles-release | package | 12.3-4.3.1 | x86_64 | (System Packages) v | sles-release | package | 12.3-4.3.1 | x86_64 | SLES12-SP3-Updates

Resolution

work in progress, see bug

Cause

The buildtime registered in the rpm database and shipped in the repos metadata differ in 1 or 2 hours, depending on whether the package was built in CEST or CET.
