Protect mode behavior for host mode networking pods

Situation
Pods with host mode networking share the same host IP address and are generally necessary system pods essential to cluster functions. NeuVector runtime protection will not block traffic in host mode pods. Protect mode functions the same as Monitor for these pods.
In the below example, ubuntu-hostnet shares the host IP address 10.1.24.12 and is in protect mode. Network rule 3 is configured to deny traffic to external, but from the traffic table only alerts get triggered.
