Protect mode behavior for host mode networking pods

This document (000020903) is provided subject to the disclaimer at the end of this document.

Situation

Some pods need access to the host network namespace in order to perform their functions.  Pods under the kube-system namespace, for example.  The setting that enables host mode networking is .spec.hostNetwork: true.

Pods with host mode networking share the same host IP address and are generally necessary system pods essential to cluster functions.  NeuVector runtime protection will not block traffic in host mode pods.  Protect mode functions the same as Monitor for these pods.

In the below example, ubuntu-hostnet shares the host IP address 10.1.24.12 and is in protect mode.  Network rule 3 is configured to deny traffic to external, but from the traffic table only alerts get triggered.
