Blank provider listed for cluster when logged in as user who did not create cluster in Rancher v2.x

When viewing a Rancher launched Kubernetes cluster, provisioned on nodes hosted in an infrastructure provider, as a user other than the cluster creator, the infrastructure provider name is blank.
