zypper in --oldpackage libpython3_6m1_0=3.6.12-3.64.2

In public cloud since repository access is affected, execute the following steps:
pip uninstall lxml
pip install lxml
zypper update libpython3_6m1_0
rm -Rf /usr/lib64/python3.6/site-packages/lxml-4.6.2.dist-info/

Cause

python3 - libpython3_6m1_0 version 3.6.12-3.67.2 was not compiled with --with-fpectl
