Suggestions:
- mgr-create-bootstrap-repo uses the locally synchronized versions of files
from the SUSE Manager Tools repository, and uses the locally synchronized
pool channel for dependency resolution. Both should be fully synched
 before running the mgr-create-bootstrap script

Resolution

For native Redhat setup this package python-jinja2 is only available in the rhel6-optional repository which needs to be enabled.

Please follow our documentation when creating needed repositories:

https://www.suse.com/documentation/suse-best-practices/sbp-sumaforrhel/data/sbp-sumaforrhel.html

Cause

Because of using native RedHat, and especially RHEL 6,  "RHEL6 Optional" channel must be enabled.
RES customers have this package available,  only it's provided in an optional channel.
