Invalid /etc/sysconfig/sbd SBD_DEVICE format

Environment

SUSE Linux Enterprise High Availability Extension 11 (HAE)
Split Brain Detection (SBD) Partition

Situation

Clustering fails to start or join at boot time.
ERROR: "Failed services in runlevel 3: openais"

When attempting to view cluster information using cibadmin -Q, the cluster is down and gives the errors:
"Signon to CIB failed: connection failed"
"Init failed, could not perform requested operations"

HAE cluster nodes seem to fence randomly or not at all. The /etc/sysconfig/sbd configuration file contains the following:
 cat /etc/sysconfig/sbd
SBD_DEVICE="-d /dev/sdb1 -d /dev/sdc1 -d /dev/sdd1"
SBD_OPTS="-W"

 

Resolution

Edit the /etc/sysconfig/sbd file and correct the SBD_DEVICE format. SBD_DEVICE should be a list of devices separated by a semi-colon ";". You can have one to three devices listed. The corrected file should look something like this:
Note: It is best practice and highly recommended to use persistent device names.   
The persistent names in /dev/disk/by-id/* are generally used. 
# cat /etc/sysconfig/sbd
SBD_DEVICE="/dev/disk/by-id/scsi-360014052ca3680347a74e9eac60bf0ce-part1;/dev/disk/by-id/scsi-360014052ca3680347a74e9eac60bf0ce-part2;/dev/disk/by-id/scsi-360014052ca3680347a74e9eac60bf0ce-part3"
SBD_OPTS="-W"

 

Cause

Invalid /etc/sysconfig/sbd device list format.

Additional Information

The SBD_DEVICE= device syntax is the same for clusters running on SLES 12 and SLES 15. 
The symptom is similar however, it's the pacemaker.service that will not start because of dependency on sbd.service if it's enabled.
