    Description:

    This recommended update for python-oslo.messaging provides the following
    fixes:
    - bnc#917373
    + Rabbit uses kombu instead of builtin stuffs
    + Rabbit iterconsume must honor timeout
    + Have the timeout decrement inside the wait method
    + Ensure kombu channels are closed
    + Declare DirectPublisher exchanges with passive True

    Patch Instructions:
