* Update to version 2013h (bnc#850462): o Lybia has
switched back to UTC+2 o Western Sahara uses Morocco's DST
rules o Acre switches from UTC-4 to UTC-5 on Nov. 10th
* Define TM_GMTOFF and TM_ZONE like glibc did

* Correct path expansion for local time link
