Logging in with root credentials fails in run level 5 after switching back from run level 3

Environment

SUSE Linux Enterprise Server 15

Situation

After switching back to run level 5 from run level 3, the user might be unable to login with root credentials.

Steps to Reproduce: 
1) Login to OS in GUI Mode. 
2) Change the run level to 3 "init 3".
3) Login with root user credentials and then switch back to run level 5 by "init 5".
4) Try logging in with root credentials in the GUI Login page and observe login doesn't succeed. 

Note that after step 4) if you go to CLI Mode (Ctrl+alt+f2) and try logging in, it is successful. Login only fails at the GUI login page.

Resolution

This issue can be resolved by updating systemd to version 234-24.15.1 released on November 7, 2018 or newer.

Or the following work around for this issue can be used instead:    
1) Login to OS in GUI Mode. 
2) Change the run level to 3 "init 3". 
3) Login with root user credentials and then switch back to run level 5 by "init 5". 
4) Switch back to the terminal where you are logged in as root user and run: "systemctl start user@0.service".
5) Switch to the graphical console to log in as root.
