Resolution

Restarting the cluster stack will ensure that the different cluster components read the current system timezone.

Preferably the system timezone should only be changed during a maintenance window prior to a system reboot.  This removes uncertainty that programs that read their timezone on starting may not be using the expected timezone.

Cause

The cluster stack has not been restarted since the last time the system timezone was changed.
