When using a "Tuned" profile that contains a "[cpu]" section the processors are unable to reach maximum performance

Environment

SUSE Linux Enterprise Server 15 SP3

Situation

When using a tuned profile the CPU frequency doesn't reach the maximum.

Resolution

This is coming from tuned global attribute dynamic tuning (/etc/tuned/tuned-main.conf).
 
# Dynamicaly tune devices, if disabled only static tuning will be used.
dynamic_tuning = 1

Change the dynamic_tuning to be 0.
Then stop and start the tuned service. 

Cause

Utilizing the one CPU is enough to exceed tuned's "dynamic tuning" load attribute.
