Started instances not receiving IP address through DHCP

Environment

SUSE OpenStack Cloud 4

Situation

Newly started instances - e.g. after applying Cloud updates and rebooting a node - may not receive an IP address through DHCP and consequently can not be accessed through the network.

Resolution

As a workaround, deploy another instance which appears to allow the DHCP service to recover and makes the previously deployed instance functional.

A code fix has been submitted through the update channels, so preferred solution is to update nodes to the latest patch level.
