salt-minion fails to start with "FATAL FIPS SELFTEST FAILURE"

Environment

SUSE Linux Enterprise Server 15 SP 4

Situation

The salt-minion service fails to start with the following error message:

salt-minion[2481]: fips.c(468): OpenSSL internal error, assertion failed: FATAL FIPS SELFTEST FAILURE

Resolution

Remove non default libopenssl packages that are installed on the minion

Cause

Multiple libopenssl packages are installed on the minion, for example:

libopenssl10 SUSE Linux Enterprise 15 1.0.2p-150000.3.56.1
libopenssl1_1 SUSE Linux Enterprise 15 1.1.1l-150400.7.7.1

Additional Information

With SLES 15 SP4 the default installed libopenssl package at the time of writing is:

libopenssl1_1 SUSE Linux Enterprise 15 1.1.1l-150400.7.7.1
