kdump.service fails with status=1/FAILURE - dracut: installkernel failed in module watchdog-modules

Environment

SUSE Linux Enterprise Server 12 SP5
SUSE Linux Enterprise Server 12 SP4

Situation

kernel-azure is installed and booted sucessfully, kdump.service failed.
# systemctl start kdump.service
Job for kdump.service failed because the control process exited with error code. See "systemctl status kdump.service" and "journalctl -xe" for details.

Resolution

Only kdump-0.8.16-11.16.1 is affected, please downgrade to kdump-0.8.16-11.13.1 or use an update as soon as it is available.

Cause

kernel-azure does not have any watchdog-modules, but the affected kdump version explicitly checked them.
