All LVM volume group logical volumes are missing with inconsistent metadata error

Environment
Situation
A start job is running for /dev/data/vol1The server dropped to emergency mode requiring root's password. The journalctl -xb command in emergency mode reports:
systemd[1]: dev-data-vol1.device: Job dev-data-vol1.device/start timed out. sytsemd[1]: Timed out waiting for device /dev/data/vol1.The disk was added back to the server and the /dev/data/vol1 mount point was commented out of /etc/fstab so the server would boot.
The following was observed:
