Autoyast <authorized_keys> tag fails to create root's authorized_keys file

Environment

SUSE Linux Enterprise Server 12 Service Pack 3 (SLES 12 SP3)

Situation

The /root/.ssh/authorized_keys file is not created when including the following root user definition in the control file.

  <users config:type="list">
    <user>
      <encrypted config:type="boolean">true</encrypted>
      <fullname>root</fullname>
      <gid>0</gid>
      <home>/root</home>
      <authorized_keys config:type="list">
        <listentry>ssh-rsa ...</listentry>
        <listentry>ssh-rsa ...</listentry>
      </authorized_keys>
      <shell>/bin/bash</shell>
      <uid>0</uid>
      <user_password>PASSWORD</user_password>
      <username>root</username>
    </user>
  </users>

Resolution

Local users work, but system users are excluded. A driver update disk (DUD) is available to resolve the issue for the root user only, not other system users.

When applying the DUD do the following:

1. Boot from the installation media
2. Select Installation
3. Include something similar on the Boot Options line:

 textmode=1 netsetup=dhcp autoyast=http://server/autoinst.xml dud=http://server/yast2-users-3.2.14-3.9.1.x86_64.rpm

Requires yast2-users-3.2.14-3.9.1 or later.
