APACHE: Case-Insensitivity not Working

Environment

SUSE Linux Enterprise Server 10 Service Pack 2
SUSE Linux Enterprise Server 10 Service Pack 3
SUSE Linux Enterprise Server 10 Service Pack 4

Situation

Apache case-insensitivity does NOT work on SuSE Linux Enterprise Server 10 Support Pack 2 and newer.  
 
If a user enters a url in their browser pointing to the SLES10 server running Apache and enters something like: http://<apache-server>/index.html the page is displayed, but if the URL entered is altered just slightly by making a letter a Upper-Case: http://<apache-server>/Index.html a Page Not Found error is returned.
 
Apache on Suse Enterprise Server ships with mod_speling which handles both case-sensitivity and spelling errors in the URL, it is disabled by default, but when enabled, still does NOT treat the Index.html and index.html from the previous examlple as the same.  the Index.html URL still returns a page not found error.

Resolution

This is a bug, and has been reported to engineering.

Additional Information

One customer has reported that the directive AcceptPathInfo On appears to fix the problem although, based on the Apache documentation, it is not clear why because its documented function seems to be something quite unrelated.
