Resolution

Update package pango-32bit to at least version 1.26.2-1.7.1 and try again. The latest maintenance update version is pango-32bit-1.26.2-1.9.2 (no LTSS subscription needed for SLES 11 SP4), which also fixes the issue.

Cause

During the migration, the process had failed because it requires a shared library (libxcb-xlib.so.0) which does not exist at the time the process was running.

In SLES11-SP3, libxcb-xlib.so.0 is owned by package xorg-x11-libxcb-32bit, which has been removed in SLES12 SP2.

Package pango-32bit doesn't explicitly require xorg-x11-libxcb-32bit, but does require libxcb-xlib.so.0.
