Timezone update for Daylight Time Saving changes in Turkey

This document (7018153) is provided subject to the disclaimer at the end of this document.

Environment

SUSE Linux Enterprise Server 10 Service Pack 4 (SLES 10 SP4)
SUSE Linux Enterprise Server 11 Service Pack 3 (SLES 11 SP3)
SUSE Linux Enterprise Server 11 Service Pack 4 (SLES 11 SP4)
SUSE Linux Enterprise Server 12
SUSE Linux Enterprise Server 12 Service Pack 1 (SLES 12 SP1)

Situation

The government of Turkey has decreed that the previously planned switch back from DST to regular 30th October 2016 is canceled, and that the country will remain on UTC+03 permanently. As this is law, this is effective immediately, affecting forward-looking timestamps. The non-change after which current code will show the wrong time is 2016-10-30.

Mass PTFs and maintenance update of timezone base package version 2016g released before 2016-10-10 introduces a bug. On SLES 11 installing updates released after 2016-10-10 will not obsolete the previous timezone packages.

Resolution

On SLES 11 downgrade to version 2016f from update channels removing PTFs.

On SLES 12 install the latest updates that contain timezone adjustment as well as the regression fix.

Cause

SUSE released the maintenance updates and mass PTFs for the timezone base package version 2016g, but few days later a bug was discovered which causes that /etc/localtime symlink breaks on update.
Because of the bug in 2016g version, the package was reverted on all SUSE Linux Enterprise Server versions except SLES 12 GA and SLES 12 SP1 back to version 2016f.

Customers that installed the  2016g update or mass PTF on older versions of SLES therefore have a higher version of package installed than version available through the update channels.
