Situation

suse_register -a regcode=YourActivationCode -a email=YourEmailAddress -a moniker=YourHostname -L /root/.suse_register.log

Gives:
ERROR: No registration key for SUSE Linux Enterprise Server 11 SP2 for SAP Applications was provided.Registration failed.(99)

Resolution

UPDATED:  Shortly after SUSE became an independent company again, registrations stopped being handled through the Novell Customer Center and must instead be handled through the SUSE Customer Center.  For existing SLES 11 systems with access to updates already, an automatic update likely took care of this.  For new SLES 11 systems in need of registration, manual intervention is needed.  For details and instructions, please see:

The ORIGINAL RESOLUTION section of this document, which was specific to SLES for SAP, may also still apply:

Use
regcode-sles=

instead of
regcode=

in the end the line to register will look like this:
suse_register -a regcode-sles=YourActivationCode -a email=YourEmailAddress -a moniker=YourHostname -L /root/.suse_register.log

Additional Information

In relation to the "ORIGINAL RESOLUTION" section, specifically for SLES for SAP:  Also make sure the system that is about to get registered is a SLES for SAP Applications and not a regular SLES. Use the output of
zypper pd

to make sure SUSE_SLES_SAP is the only product that is marked as installed. Indicated by "i" at the beginning of each product line.
